Its governance must therefore enable cooperation without imposing uniformity, and coordination without removing the autonomy of participating actors.
The ecosystem’s governance is based on principles including responsibility, transparency, autonomy, integrity, traceability, non-capture and respect for roles and boundaries.
Governance structures are not considered static. They must be able to evolve alongside projects, capabilities, responsibilities and contexts.
The objective is to create conditions in which different actors can work together while preserving:
their identity,
their autonomy,
their responsibilities,
their rights,
and the boundaries of their role.
Governance therefore becomes a capacity for coordination, rather than simply a system of control.
